While both titles are made by Fantasy Flight Games / Asmodee, they each have very different models of expansion. Game of Thrones LCG (as the name suggests) is a Living Card Game, meaning every expansion they release has a defined list of new cards, generally sixty cards consistent of three copies of twenty new cards.
In a 3-player game, the 3 titles chosen in the first round will not be available in the second round. The players will then have to choose the 3 remaining titles. At the end of the second round, the 6 titles will be available again, and so on. Extensions. This game was originally a trading card game, but later became an evolving card game.
Aside from a few rewordings to clarify things, the only real difference between the 1st and 2nd edition base game is the second edition took out a few unpopular/weak cards and replaced them with new better ones. But all the card back art and card sizes etc. are identical so you can mix the 2nd edition cards wtih 1st edition cards.
GoT is competitive and is more geared towards multiplayer, while LoTR is cooperative and works for 1-2 players (or up to 4 with a second core set). If I had to make the choice, I'd choose LoTR because 1. a cooperative game might go over better with an SO and 2. the game is slightly less complicated than GoT.
"The contents of a player's House card discard pile and his hand of House cards is open information except when players are choosing House cards during Step 3 of combat." P.27 of the manual. What I gathered from this rule was that a person may look at your cards and discard pile at any time.
It's suprisingly balanced for players of all skill levels once you get the hang of the rules. You may take out a loan for 1 gold dragon, however that would count as one of your two loan limit (lannister excluded). The maximum total gold that can be borrowed per round is the printed limit.
